Study On Crisis Mobilization In Contemporary China

Accident crisis,which affacted social basic live order,consist of accidental cases based on natural elements such as earthquake ,typhoon, tsunami, flood and drought disaster,based on social elements such as tenor raid and conflict and war between different ideology, based on accidents caused by interraction of natural and social elements ,such as serious fire, malignant epidemics. In modern society, the crisis has characteristic of frequency and intensive diffusibility which bring about destructive strongly, contribute to international changes in economica, political and cultural field, also threaten people life safety and estate security seriously.Every government should dispose crisis timely and effcetively .Otherwise ,not only public and citizen interest even people life safety would be destroyed ,but the validity of government would be discredited .Here the government must first consider handiness of reaction ,timeness of disposal and effectiveness of measures. Therefore, encoutering crisis especially serious crisis, the government should quickly react and remove all social resource and energe to control and overcome crisis .In other words ,mobilization is indispensable content and basic work of crisis management.Mobilization is a word used frequently in political life .With developement of society, mobilization spread military field to economical, political and social fields, forming some concepts such as economical mobilization, political mobilization, classical mobilization and social mobilization, etc. To sight of frame, the mobilization include mobilization subject and mobilization object.The mobilization subject mainly mean CCP and government, NGO and individual. By right of authority the state mobilize effiectively. But this is not mean that the collective action organized by state is effective, as the range of organization is limited. State and organization or gourp consist of individual. Without individual there are no state or organization or group. The collective action are mobilized by individual, also are participated and implemented by individual. Therefore, the core of mobilization is not national political mobilization, but combination of political and social mobilization.Effective political mobilization has been weapon of CCP to overcome any kinds of difficulties and crisises .In revolution war age and peaceful building time, we had accumulated meaningful expeirence of mobilization using democracy and stimulating mass.
