| Grassroots Democracy is an important form of political civilization, and is a necessary condition of building a socialist harmonious society.The real harmonious society can be achieved on the system and practice of grassroots democracy. At China's modernization process, only developing grassroots democracy can resolve the social contradictions effectively, train the democratic awareness, supervise government and grassroots organizations as to achieve rural society's stability and development.Presently, rural society exist factors of disharmony.It's not only in economic growth, but also in building political civilization and culture. The gap between urban and rural areas is the income and public services, resulting in increasing conflict. But the systems exist, like simple democratic supervision, village wealth tubed by township's financial system, deficient government main body resources, vacancy public product supplies, and so on. They seriously restrict the sustainable development of rural society in China. Thus, it's necessary to breakthrough in the plight of rural governance.As a system of grassroots democracy, village autonomy is the important means of self-management, self-education and self-monitoring, which should guide and support the sustainable development of the rural community. But our current system of village autonomy is not yet clear on the promotion of well governance of rural society. To achieve the positive interaction and coordinated development of economic, political and public welfare in rural society, it is need to improve the relevant mechanisms. The main recommendations includes: clearly define the committees'responsibilities to establish a reasonable authority mechanism, regulate rural governance's rights to build healthy interaction mechanism, refine democratic procedures to form an effect balancing mechanism, broaden the way of the villagers'reliefing to establish judicial protection mechanism. Shortly, we should fully use the restraint function of the system of village autonomy to promote the sustainable, healthy, coordinated development of rural governance. |
