On The Mechanism Of Rural Consultation And Co Governance

This paper takes F village,the birthplace of Fengqiao Experience,as the research object.Through the specific research on the governance of a village’s affairs,we can understand the practical demands of the grassroots people to participate in the village governance and the response degree of the system of CO governance through consultation,and explore the development mechanism and improvement ways of CO governance through consultation.The results show that:(1)the co governance by consultation is a process of adding the connotation of consultative democracy on the basis of rural autonomy and introducing multiple subjects to participate in the governance.(2)F village,relying on Fengqiao town level governance platform,has formed a unique mode of consultation and co governance,and solved the problems in grass-roots governance with the democratic decision-making system of "three up,three down and three open".(3)In the process of governance through consultation and co governance,it is necessary to build three mechanisms to form a joint force: the cooperation mechanism of multiple consultation subjects,the cooperation mechanism of public consultation platform,and the implementation and supervision mechanism of consultation and decision-making.The results show that: through the mutual connection and coordination among the mechanisms,strengthen the main role of the party in the grass-roots consultative governance,strengthen the construction of the consultative system,strengthen the democratic consciousness of the grass-roots level,enhance the capacity of grass-roots autonomy,improve the governance efficiency,so as to effectively build a social governance system of CO governance and sharing.
