Basic Situation, Reason And Prevention Of The Shouguang City Community Affairs Handle A Mechanism Research

With the deepening of reform and open policy, our country has come into a transitional period. The social structure is changing greatly and the whole society is facing the transition from the old to the new. Inevitably, contradictions appear among various interest groups, which lead to lots of mass disturbances. What's more, the scale and the expression come to such a higher grade that the disturbances have become the main causes of the social instability. The mass disturbance in the transitional period is one of the forms of expression of the contradictions among the people. It shows a new trend. At present, the mass disturbances are high-organizational and the scale is expanding continually. They become fiercer and harder to handle. Besides, the mass disturbances can bring heavy loss to the economic life of our society and great difficulty to the governmental administration at all levels. Of course they can also harm the social stability. So during the social modernization process, the social stability and development are much more significant and urgent. There are two measures we must take to ensure the stable operation of our suciety and reduce the social damage. First, we should know how to prevent the group events and to reduce the its possibility from the fountainhead. Second, we should know how to keep reasonal all the time when the social contradictions occur, so that we can try to eliminate the effect (including the inner tension and outer pressure) on the stability of our society from the social changes and dispel all the unsteady factors. There is a pressing need to put the two measures mentioned above into action.This paper, based on the practical work, is focused on the basic situations,causes and ways of prevention and treatment of malicious appeals in Shouguang. In this paper, the author consults the research methods and achievements of many famous scholars at home and abroad. The author also combines the theory with the local conditions, summarizes the related research achievements accordingly and puts forward the strategies on how to handle the malicious appeals. It may provide the reference in the prevention and treatment of the mass disturbances in our city.
