China's Peaceful Development And Transition Of Regional System In East Asia

These years, as China's national capabilities keep rising, the topic of "China Rising" has been discussed widely. Traditional theories on International Relation maintain that the rising of a state or the pursuit of great power depends on military expansion or war and there is no precedent of peaceful rising in history. My research is to investigate the possibility of peaceful rising against the background of globalization and regionalization by the case of China's Peaceful Development and then to study the interaction between a rising state and the regional order. Basically, I will focus on the regional level in this paper: the regional power interaction and the construction of regional institutions. Due to China rising and other changing power elements, the transition of regional power architecture is inevitable, however, the nature of the transition (peaceful or not) of regional order is determined by the interacting process in the region. There are three factors that have exerted crucial influence on the transition of regional order:the model of rising, regional power interaction and the construction of regional institutions.The strategy of China's Peaceful Development has affluent meanings, directing China's both domestic and foreign policy. China's Peaceful Development relies on a peaceful, stable and cooperative regional environment. This research is to demonstrate the possibility of China's peaceful rising by studying the process of China's modernization and China's participation into the existing international society. During the regionalization period, China's safety and development relies on a constructive regional environment; meanwhile, as a regional great power, China has the capability to influence and cultivate the regional environment. It is a mutual-shaping process. China may shape the regional environment by two processes:the interaction with regional powers and China's attitude towards regional institutions. The strategy of "Peaceful Development" is proposed according to China's interests and the international environment. China's diplomacy is becoming increasingly flexible, mature, rational and pragmatic. The process of China's positive participation into regional multilateral institution is also China's socialization process in the arena of international relation, which provides a platform for regional states to communicate, coordinate and cooperate with each other. It is helpful to strengthen communication and enhance common trust in the region.I will do the research under the framework of regional level, focusing on the regional interacting process. The rising of a great power will not inevitably cause military conflict or war. The nature of the transition of regional order is determined by the rising state's developing model, regional power interaction and the construction of regional institutions.
