On The Group Events Prevention Mechanism In The Rural Areas

In recent years, the rural group events in our country have showed multiple and frequent characteristics, which also have had a great impact on their social stability. Although they have a certain relationship with the situation when China is in the period of institutional and economic transformation, the more important reason is the emergence of a snag caused by the group events prevention mechanism in the rural areas during the process when it resolved, handled and prevented the conflicts on the rural grassroots. Currently, most of the scholars study the group events from their causes, mechanisms and social environments and the scholars in the public security system study them mostly from their early warning mechanisms and disposal systems, however, few of them study them from the perspective of improving the rural prevention institution and mechanism. This paper will be conducted from the rural group events prevention mechanism and give some suggestions on how to improve the rural group events prevention mechanism.The first part of this paper mainly introduces the related definitions and characteristics of the rural group events prevention mechanism. The second one analyzes the problems caused by the prevention mechanism of the primary Party committees and the government department, the prevention mechanism of the rural primary autonomous organizations, the prevention mechanism of the primary People' Congress, the prevention mechanism of the primary judicial department, the interest compensation mechanism and the social security prevention mechanism during the process when the prevention mechanisms above resolve social contradictions in the rural areas and prevent the rural group events. The third part respectively provides some suggestions on the improvement of these five mechanisms above. Suggestions on the improvement of the prevention mechanism of the primary Party committees and the government departments are given in improving these three aspects:the primary petition system, the public opinion control mechanism and the leadership of the primary Party organizations. For the improvement of the prevention mechanism of the rural primary autonomous organizations,. four typical cases are cited about the rural primary autonomous organizations in consolidating the rural primary democracy and in resolving the rural conflicts, which focus on the path for the villagers to achieve the democracy in rural areas in order to improve the prevention mechanism. To improve the prevention of the primary People Congress, most attention will be paid to these five aspects as follows:to protecting the equal proportion of the farmers to be NPC as well as to smoothing the channels for them; to enhancing the development of People's Congress deputies in the town and the building of the voters contact, to improving the voting mechanism of the primary People's Congress; and to giving full play to the functions of the county and doing well the duties of the People's Congress in the town. Besides, these three aspects as follows will be considered in improving the prevention mechanism of the primary judicial department. They are to emphasis the improvement of the legal awareness of the famers, to raise the legal level of the civil servants as well as to promote the primary government to administrate according to the law,and to maintain the independence and the authority of the primary judicial departments. On improving the rural interest compensation mechanism and the social security mechanism, suggestions are given from two aspects. One is strengthening the government financial supports of the county and town levels and promoting the public service functions of the primary government; the other is improving and perfecting the interest compensation mechanism and the social security mechanism.
