Charles Evans Hughe(s1862 -1948) was a famous statesman of American. He was a diplomat and jurist. From 1907 to 1910, He was elected the governor of New York for twice. From 1910 to1916, he was appointed on the Supreme Court. From 1921 to 1925, he was the Secretary of State for the President of Gaimalier. Warren. Harding and Calvin Coolidge. He served as the Chief Justice of the Supreme Court in the 1930. He was an important figure of American political arena in the early 20th century.From a special historical angle of view, based on the historical facts and with references from the achievements of researchers both in China and abroad,this thesis discussed Hughes's early political career and diplomatic career in detail.The early political career of Hughes was the area of the governor. There are three factors. First was the Progressive Movement at the beginning of the 20th century. The second was personal factors. The third was the impact of Theodore Roosevelt. From 1906 to 1910 Hughes reformed for progressive in New York. In the political, Hughes established the political system directly and promoted administrative reform. In the economic, Hughes established the Public Service Commission for monitoring public utility. In the social aspects, Hughes reformed for the public welfare. The reform had achieved successfully. First of all, the result was that Hughes curbed corruption, improved the efficiency of state government and gave the political system for new forms, thus changed American political theory and practice. Secondly, the establishment of the Public Utilities Commission strengthened the management by professional or scientific, improved the efficiency of state government. The Public Service Commission interfered the economy by the government. The status and functions of the Government had changed. Again, welfare reforms had improved the working conditions of workers.The Progressive Movement regulated all contradictions. The capitalist economy would developed better. Finally, Hughes governor's experience laid the foundation for foreign affairs.From 1921 to 1925 Hughes began diplomatic career. Hughes served as the secretary of state. Hughes handled the international issues from realistic thoughts .The diplomatic activity maximized the basis of national interests and expanded U.S. influence in the world. In the Washington Conference, Hughes fully displayed their diplomatic skills in Britain and Japan, signed three treaties: "The Five-Naval Treaty" and " The Four-Power Treaty " and "The Nine-Power Treaty." The three treaties ease the conflict of the post-war in the Far East and established the Pacific order in the region. Through the Dawes Plan Hughes solve the German reparations problem, the European economy recovered. In the Soviet Union, Hughes encouraged countries develop the ecnomic . The United States economic interests was protected. In the Latin America the implementation of the "the new Monroe Doctrine", hidden in the form of economic instruments, extend the interests of the United States in this region.By summing up Hughes activities of New York reform and the foreign activities, it revealed the significant status in the history of the United States.
