From the perspective of neoclassical realism theory,this paper puts forward the following explanations on the causes of the peak of Hong Kong’s radical political development,"anti-Extradition Bill movement",from the levels of system,main unit,secondary unit and internal system.First,from the perspective of system level,the United States’ China strategy and Hong Kong policy have shifted under the change of relative power between the East and the West,resulting in systemic pressure at the primary and secondary unit levels.The second is the main unit level,China under the pressure of the international system put forward the overall national security concept and the central government’s overall governance policy towards Hong Kong.Third,at the sub-unit level,Hong Kong internally responded to the pressure from the system and the main unit,namely the application of radical political and violent methods in Hong Kong.The fourth is the institutional root of the sub-unit response model,which comes from the internal factors of Hong Kong’s political system.In the combination of external factors and internal factors,the outbreak of Hong Kong " anti-Extradition Bill movement".After the sub-unit level event,the pressure from within Hong Kong also had a transmission effect,with the main unit and system levels reacting successively.On the one hand,at the main unit level,China promulgated a national security law,and the relevant institutions related to Hong Kong and Macao took a tough attitude.The other is the response of the United States and Europe at the sub-unit level.The United States enacted and signed the Hong Kong Human Rights and Democracy Act,and the European Union said it would amend its immigration laws to provide a migration roadmap for Hong Kong citizens who holding(BN(O))passports.
