| In the field of public administration, experts have already made a lot of research on discretion which is an interdisciplinary subject of Administrative Law and Organization. From the point of law, these researches are almost focused on its concept, fact analysis and how to control. However, the organization experts deter their attention to the effects which were brought by the political and social development including:the members'motives, beliefs and attitudes. The street-level Bureaucrats as the policy transmission end in the politic system have the considerable discretion. In china, the research on the street-level bureaucracy discretion is mainly focused on two angels. In the law field, experts do the research on controlling discretion through the laws and regulations. As for the public administration point, experts focus on organizational incentives. However, which factors affect the street-level bureaucracy discretion in the process of administration? The research on such point is comparatively rare.This paper, based on the theory of street-level bureaucracy, analyzes the affecting factors of street-level bureaucracy discretion. The street-level Bureaucrats as the policy transmission end in the politic system are not merely the policy executives. As they are empowered considerable discretion, they are the policy makers to some extent. As an indispensable factor in street-level bureaucracy discretion, the work system of street-level bureaucrats includes the street-level bureaucrats'organization, client, street-level bureaucrats. This paper was mainly focused on these three points to do the research on the street-level bureaucracy discretion. Additionally, it points out that the habituation arisen from their daily work affects the discretion more or less. This paper was composed by six chapters. The first chapter is the introduction. This paper mainly expounds the research background, the research significance, the research method and relevant literature review. The second chapter for some theories of street-level bureaucracy discretion mainly involves the concept and its theoretical foundation. The third chapter analyzes the affecting factors of discretion in the working environment. The fourth chapter points out another important affecting factor of discretion:habituation. The fifth chapter puts forwards some assumptions for the reform of discretion. The sixth chapter is the conclusion. |
