As an academic research term with specific connotation and the construction goal of government reform,"Service-Oriented Government" is integrated into the macroenvironment of Chinese social governance.It processes not only affects the governance practice and academic research direction,but also affects the daily life of thousands of households.With the globalization and the acceleration of post-industrialization process,the high complexity and uncertainty of governance environment require China to continue to deepen reform and constantly enhance the capacity of national governance.In the process of deepening the construction of service-oriented government,governments at all levels have defined the development tasks and construction goals.In the process of public policy implementation,the administrative capacity and implementation effect of the street bureaucrats at the end of the policy implementation chain directly affect the landing of the policy.In the field of street administration,in the process of interaction between street bureaucrats and management bureaucrats,street bureaucrats and the public,the action of street bureaucrats is affected by multiple factors,which to some extent affects the further deepening of the current reform.As an important part of the construction of "service-oriented government",the reform provides a new way to deal with the increasingly frequent nonprocedural and non-structural problems.In the context of the implementation of the reform,how to take on the requirements of the national policy and transform it into the policy practice at the grass-roots level has become a well-thought-out issue for local governments at all levels.Street bureaucrats,as a special group to carry on the decentralized power of reform and face up to the reform audience,their group image and action choice in the reform process directly affect the final effect of the reform.In the process of deepening the administrative reform,the psychology and action of street bureaucrats have changed greatly,and the phenomenon of "trust crisis" of street bureaucrats has become a major problem to be faced in the construction of grass-roots service-oriented government and the promotion of the administrative capacity of street bureaucrats.Based on the new practice of comprehensive law enforcement reform since the implementation of the reform,this paper seeks to optimize the action path of street bureaucrats in the new stage of reform.From the practice of public administration to the nutrient of street bureaucracy theory and field theory,through combing the specific actions of street bureaucracy to construct the "field-system-action" analysis framework,in-depth description of the action logic of street bureaucracy in the process of administrative reform.The efforts to deepen and promote the reform of comprehensive law enforcement have made some changes in the logic of action of street bureaucrats,and it is necessary to think about the rationality of its action logic and the problems caused in the new field and background.Street bureaucrats based on the logic of "acquaintance-reason-interaction" action pay more attention to the use of informal resources and the stability of administrative space,while street bureaucrats based on the logic of "anonymous-legal-control" action tend to the role of formal authority and the achievement of administrative objectives.On the one hand,the widespread existence of the above two kinds of logic reflects the elasticity and tension of the street administrative space.On the other hand,it also presents the problems of hierarchical tension,insufficient social trust and the deviation of public opinion guidance.Based on the demands of the Times of street action change and the practical need to break through the traditional framework.
