With the reform of government service,the quality of public services and the level of social governance have become the areas of concern.Street-level bureaucrats are at the end of policy implementation,and their behaviors directly affect the quality of public services and the success or failure of public policy implementation.Street-level bureaucrats have become a research hotspot for scholars.Based on the field investigation of the N District Civil Affairs Bureau,this dissertation takes the grassroots staff of the N District Civil Affairs Bureau as the research object.Firstly,the dissertation shows the action strategies of street-level bureaucrats in the civil affairs field through six cases,and proposes that the street-level bureaucrats,in addition to the action strategies of avoiding responsibility and good governance,also present other action strategies different from the above two.Secondly,it focuses on the analysis of the four new action strategies found in the field investigations,namely,"doing everything by rule,seeking self-protection","achieving consensus,executing flexibly","taking risks,executing flexibly ","working unsuccessfully,doing everything by rule",and further explores the reasons for the new action strategies.The dissertation proposes that the reasons can be attributed to three aspects:unreasonable and illegal discretion,complex and diverse accountability requirements,and intricate relationships with service obj ects.Finally,it is believed that we should provide a good policy enforcement environment for street-level bureaucrats from the four aspects of regulating the limits of discretion,constructing security mechanisms for street-level bureaucrats,establishing accountability requirements that are compatible with job responsibilities,and improving appointment and selection mechanisms.
