There is not a moment to be lost.Emergency management involves many science fields such as management, politics, information, sociology, psychology and decision-making etc.. The research of "emergency management" was recognized by the scientific community in developed countries, and municipal emergency management is focused on by many scholars. A great many achievements in scientific research on emergency management theories have made encouraging progress. At the same time, the operation experience of emergency management in developed countries can provide some lessons for the system of emergency preparedness in our country. Although our first step in the emergency management area does lag behind, we can learn the advanced achievements and expertise from other countries, with easy obtain to the international impact of scientific achievements.This thesis is divided into five greatly chapters:The First Chapter gives a brief introduction of the background of researching on municipal emergency management, the importance and necessities of emergency management. This character briefly reviews the researching and developing process. Thoughts and methods in study of municipal emergency management is discussed.The Second Chapter studies the present concepts of emergency management and the development trend of emergency management theory. The concepts include "Public Incidents" and "Emergency Management". The theories contain system theory of emergency management, structural theory of emergency management and life cycle theories of emergency management.The Third Chapter analyses the overseas municipal emergency management the characteristic features of practice and the experience, through crisis management mechanism research on America, Japan and Russia. After that, the enlightenment to our country city crisis management system building is discussed.The Fourth Chapter analyses emergency management pattern and Its existing problems. Forms of expression and essential features of our country municipal public incidents are presented. Three types of emergency management pattern are indicated. Finally, taking Changsha city as an case, author analyses the problems and successful experiences about municipal emergency management of the freeze catastrophe weather in 2008.The Fifth Chapter puts forward to establish the system of municipal emergency management system. In this chapter, the principle and thinking are propounded. The municipal emergency management system construction and management which are composed of three parts: organization system, operation mechanism and security system are designed.
