This article starts from the community drug rehabilitation practice of Guangzhou, through research methods such as observation and literature analysis, to analyze the existing problems and the reasons for government's absence in the community drug rehabilitation function. The author found after analysis that as the issuance and enforcement of the Anti-Drug Law, the community drug rehabilitation has been established as a new working model for drug rehabilitation. With the last three years, the community drug rehabilitation in various areas has extended from pilot programs to comprehensively adopted practice, which has achieved apparent effects. However, the deeper developments of the community drug rehabilitation are followed with many problems. These problems include poor managements, the Lack of financial investment, low self-operating capability of the involved civil social organizations, inadequate government service level and personnel quality, serious loss of the anti-drug social workers and so on. All these result in the fact that the community drug rehabilitation in many areas remains as theories without any factual effects.The author found, through research methods combining public administration theories and practice and from the viewpoint of management and social science, that the main reason for the above situation is Government's deviation about its roles in the community drug rehabilitation. Due to the strong state power tradition, Government is still playing the all-round roles in the community drug rehabilitation depending on the administrative power to accomplish the routine work of community drug rehabilitation. Additionally, Government treats the civil social organs which provide community drug rehabilitation services as an ending equipment of the administration system and therefore intervenes their work and thus constrains their developments. These Government actions result in its insufficiency in some functions while too much constrains in the situations. Some of the local governments still keep very vague understanding about the developing trend of community drug rehabilitation model. They do not fully operate their government-led promoting functions. Depending merely on the original anti-drug system framework, finance and human resources to carry out community drug rehabilitation duties, these local governments can not offer necessary guarantee on mechanism, financial supports and personnel, which causes the embarrassing situation of"no power to command, no money to carry out duties, no people to do actual work".The author points out that: the Anti Drug Law has constituted a legal basis for community drug rehabilitation. With this legal basis, governments should fully realize their leading roles in the community drug rehabilitation and exert their captain functions. That is, governments should grasp the right direction of community drug rehabilitation development; should exert their leading roles, coordinate related agencies, depend on social organs and thus activate the whole society to participate the anti-drug work. First of all, it is necessary to strengthen the leading function of governments themselves to provide mechanism and financial support for community drug rehabilitation. Secondly, governments should established equal, cooperative and complementary relationship with the civil social organizations to help them lift the self-operating capability; should establish and promote the monitoring and evaluation system on civil social organs; should improve government accountability and the social service purchasing procedures; should develop civil social organ's advantages in the community drug rehabilitation. Thirdly, governments should vigorously carry out the anti-drug publicity and education activities in the society to motivating the strength of all sectors of society to participate the community drug rehabilitation in order to enlarge the social impacts. The smooth developments of community drug rehabilitation can not rely only on theory guidance and legal basis but also need to be based on the practice. By doing these can we establish the long-term mechanism for community drug rehabilitation appropriate to national conditions of China with the purpose of providing experience on community drug rehabilitation for the other areas.
