A Study On The Construction Of Administrative Law Enforcement Responsibility System Of Civil Affairs Department

Rresponsibility system of administrative law enforcement is an important system to regulate and supervise the law enforcement activities of the Administrative authorities.Establishment and implementation of administrative enforcement responsibility system is important for administration according to law. It's also the basic requirements to rule the country by law.Civil affairs department implements the responsibility system of administrative law enforcement in need of reality and has profound practical reasons. Administrative law enforcement is developed adapting to the process of administration according to law, the reform process of the administrative system and the development process of the administrative supervision requirements.It's significant for civil affairs department to implement the responsibility system of administrative law enforcement. It is established on the implementation of practical considerations, and is the concrete manifestation of governing for the people, the internal needs of administrative reform, the administrative law enforcement supervision and the practical needs of building a harmonious society.In recent years, the administrative law enforcement responsibility system of civil affairs department has been strengthened and regulated. It has achieved significant accomplishments.However, there is still a gap between the need of perfecting the system of socialist market economy , building socialist political civilization and the requirements of accelerating the development of socialism political civilization in a rapid and scientific way. And there are some new problems needing to be solved.The main problem is obscure understanding of the administrative law enforcement responsibility system, unsound administrative enforcement responsibility system, unclear responsibility, weak internal administrative supervision and noncooperation between the local and sector and so on.To solve these problems, we must further promote the administrative enforcement responsibility system; strengthen administration and rule the party by law.This paper focuses on the problems of the responsibility system of administrative law enforcement, and draw the conclusions: effectively strengthen the organization to achieve interaction between the upper and lower class; setting scientific performance goals, clear target in job; effectively check the performance to protect realistic effects of work; deliver incentives to stimulate positive motivation; vigorously promote openness in government affairs, building platform of fairness and transparency; intensify administrative supervision of law, expanding the flow of feedback channels; improving the quality of law enforcement officers; creating coherent situation to blend in.This paper works on the junior research of administrative law enforcement responsibility system of civil affairs department. We must put it into practice to make the theory sounder for reference.
