Political conflict is an important issue for political theory study. With regard to the definition of political conflict, different interpretations are given by different theoretical schools of thought. Political conflict is an inevitable phenomenon in the political process. Although some negative impact can be caused by political conflict, political conflict doesn't run directly counter to political stability. On the contrary, some of the political conflicts promote the innovation of political system and the development of politics which does a positive effect to political stability. China's political conflict mainly manifested in the form of new events groups. Group events reflect contradictions among the people arising from social transition, the social structural adjustment, and economic system reform as well as diversification benefits. Superficially, group events triggered by contradictions acted on interest groups: and for the underlying reason is caused by the loss of entitlements from people. At present, China's group events involve a wide range, diversification of main participation and non-rational behavior of principal part negatively impacted on society. However, group events have exposed Chinese government's problems in the process of establishment for policy and work, which will help the Government timely identify problems and correct errors. Simultaneously, as the society's "safety valve", it allows the community to abreact their discontent, a certain extent, promote the sustainable development and political stability. Therefore, we should have a dialectical view on the current group events in China.This text attempts to start with both theory and practice to integrate and regulate the current political conflicts in our country. In theory, mass society theory is an important tool to explain the origins for political conflict. It divides the society vertically into three stratums: elite, intermediate organizations and general public. The weakness of intermediate organizations causes the direct face to face of the elite and the public due to lack of buffer layer that easily arouses the political conflicts. Therefore, mass society theory believes the cultivated intermediate organization is an effective channel to maintain the stability of society. Nevertheless, mass society theory ignores the social horizontal linkages with society but just enumerate the intermediate organization which is not enough to holistic political conflict. Because these intermediate organizations are likely cause large-scale conflict and instability due to interest confrontation and no compromise. This text comes to introduce cross-conflict hypothesis. This hypothesis considers the cross-pressure is formed by intersection between organization members and variety organizations will contribute to a compromise rather than conflict. This horizontally explains the emergence of political conflict and integration. In practice, the government regulates political conflict not by pressing but controlling. In allusion to the current group events occurred in China, congruity is better than blocking up. Government should adjust and control the establishment and administration for policy under conflict pressure, constitute consummate systems both for benefit expression and negotiation; focus on the construction of grass-roots organizations and management of non-governmental organizations; improve the legal system, administration according to law; and resolve society conflicts by means of democracy and laws.
