Scientific Outlook On Development And Ecological Turning Of The Government's Functions

Since the reformation and opening up, the China's socialism construction made brilliant achievement, the GDP is the third in the world. However, with economic high growth the pollution of environmental problems exist. According to statistics of the China's Environmental Protection Bureau , there are 40 million deaths each year caused by the environmental pollution and the environmental damage has accounted for 10% of GDP.So, it is equal to the rate of the current economic growth. Therefore, it is the inevitable choice to stick to the Scientific Outlook on Development,to construct the ecological civilization and to response to various challenges and risks of our social development in this critical period.The Third Session of 16th the Communist Party of China puts forward the scientific outlook of development and requests to adhere to the people-oriented, sets up the comprehensive, coordinated and sustainable development in order to solve the uncoordinated economy and development,un-harmonious of the human and the nature,etc. With situation and task change, government's functions shall also change. The scientific outlook of development requires to strengthen social management and protection of natural environment and so on, as the key role of the government. Therefore, only the government is guided by the scientific outlook of development, it can realize the coordinated development of economy and society, and safeguard the country's economy and society, the harmonious development between human and nature.China shall follow road of the full development and construct Chinese characteristics of ecological civilization and build the ecological government, and combine Marx's and Engels'ecological civilization understanding with the China's ecological reality, and explore in depth to the mainstream of Chinese traditional Confucianism, eco-ethic thoughts, draw reasonable factors, abandon the negative factors, transform the government functions in order to construct the ecological government. The meaning of the ecological government is dedicated to realize the natural harmony between man and nature, in other words,it is the government to protect and restore natural ecological balance for the ultimate goal of the government as the aim and basic function of the government. Only is it for the government to construct the leading government with the Chinese characteristics of ecological management and to achieve the turning of the management mode of government, it means that the government is able to consciously hold and use natural ecology and its management rule, adhere to the initiative to prevent environmental problems as the main feature of the principle of management, leads to ecological environment protection and the economic and social development of the unification of road, establishes and improve the ecological environment protection law of complete policy system, builds and improve the ecological environment of pluralistic governance and cooperative government model, to lead the society towards ecological environment of the duties and functions of autonomy to promote the government management system innovation and to realize its ecological turning.Based on the guidance of scientific outlook of development and from the perspective of government management, this paper discusses how to optimize functions of government and achieve the ecological turning of government .The turning of the ecological functions of government mainly include functions of the ecological policies and executive, and ecological management and supervision, ecological compensation and money supply and ecological culture propaganda and education, etc. It is means in the paper that it is believed about the studies on the turning of the idea, system and operational levels of ecological function, that the government shall strengthen the publicity and education of ecological consciousness, own green consumption and construct ecological culture atmosphere of whole society, undertake adjustment of mechanism; strengthen the construction system of organization, make the ecological policies, evaluate officials with ecological concept, strengthen the construction of legal system; strengthen the public participation, establish circular economy system, the ecological compensation system, regulation system of ecological environment in China, hoping to help the construction of ecological civilization of China.
