Non-renewable resources are very important to the existence and development of human beings, and they are the important foundation of the development of industry in any country. The system of legislation that concerns on how to use and protect non-renewable resources has been preliminarily built, but the status of non-renewable resources'scarcity has not been improved effectively. We have to think about how to improve the utilization of non-renewable resources and how to protect non-renewable resources of our country effectively. As a special part of natural resources, relational legislation focuses on as follows: reasonable and efficient use, reduction, recycling, reuse and the safety of maintenance resource. The legal system about non-renewable resources has had many defects for a long time, such as unenlightened idea, the non-scientific feature of the system of exploitation and mining, the existing loopholes in the law itself, the shortage of economic guidance, and the lack of legal protection on resources security. The reasons leading to these problems involve idea, society, the system of management and the level of technology. In order to solve these problems, we need to form the idea of sustainable development, establish the model of circular economy and establish new principles which promote thrift, recycling, equity, security and comprehensive adjustment. We need to establish new laws and regulations, create a new legal system to make up the vacancy of the reasonable utilization and the protection of legislation on non- renewable resources. We should improve the existing legal system, enhance the effectiveness of laws, and pay attention to the use of economic incentive policies. We should introduce market mechanisms, and promote the optimization and orderly competition. In addition to, we should promote technological innovation, maintain resources security, and introduce green production and consumption patterns. Environmental factors should be integrated into non-renewable resource policies to ensure sustainable development.
