By analysis of renewable resources'regulation, we should make the underlying regulations. From the principle of property rights and the establishment of a market access system, protect and develop the renewable resources industries. Meanwhile, according to the characteristics of renewable resources industries, the waste of different varieties, we should regulate different management methods.
