The Perfection Of Circular Economy Legal System In China

The circular economy advocates the optimized and circular use of the resources,in order to achieve the ideal state of the economic,social and resources.There is no doubt that it is an important way of the sustainable development strategy.The circular economy development model is a new kind of development model that in order to solve the problems of resources and environment and coordinate the relationship between the economic development and ecologic protection.With the deepening of the idea of sustainable development,circular economy has become a kind of significant development model in many countries.With the rapid development of the economic and social of our country,more and more resources and environment problems that we must to solve,and the sustainable development idea has been incorporated into our development strategy.The promulgation and implementation of the Law for Promoting Circular Economy provide the institutional basis for the development of the circular economy of our country.But,the legal system of circular economy is not perfect enough,the development planning system is not comprehensive,the extended producer responsibility system is not perfect,the responsibility sharing system lack systematization,the disclosure system of information is absent,the supervision system is not sound.These problems are harmful to the development of the circular economy.So,we should uphold the idea of the sustainable development,based on the current reality,try our best to perfect the circular economy legal system of our country.This paper briefly introduces the connotation,emergence and development,illustrates the current situation and problems of the circular economy legal system of our country,and refers the circular economy legal system of the Germany,America and Japan,and puts forward detailed and feasible suggestions on perfecting the legal system of our circular economy.Perfect the circular economy legal system,perfect the special legislation,enact the compulsory collection list and management measures;perfect the development planning system,expanding the scope of the main body,add the provisions of the number of years;perfect the main body and responsibilities of the producer responsibility system;Enhance the systematization of the responsibility sharing system;perfect the disclosure system of information of the circular economy,expand the main body and the content;perfect the supervision system,clear the main body of the system and establish multiple perspectives.
