Elections may be democratic,but also may be nondemocratic.Negotiation is the core of the deliberative democracy. Negotiation is a face-to-face communication, it emphasizes the rational view and persuasion, instead of manipulation, force and deception. From the concept and principle of negotiations began to carry on the omni-directional deliberative democracy, detailed analysis of the deliberative democracy conception, deliberative democratic goal and deliberative democracy and deliberative democratic system. And realize the deliberative democracy theories are not perfect, deliberative democracy has its limits, and the pursuit of the deliberative democracy in theory they exist in itself, so we need the critical reflection attitude to western deliberative democracy theories.Electoral democracy and deliberative democracy is alternative relations and complementary relationship. Consultative democracy cannot completely alternate election democracy but also cannot abandon or ignore election democracy. Elections between democracy and deliberative democracy is complementary relationship, not the corresponding relationship. Electoral democracy and deliberative democracy relation between still exist. Electoral democracy and deliberative democracy can develop together, moreover, in the case of electoral democracy developed, deliberative democracy can also be developed.
