Now the global economy recession don't slow down completely, industry safe is the most important issue for every country. As far back as 1841, Freidrich Lisztin proposed a theory of the protection of national industry in The National System of Political Economy. Industrial safety theory has developed for hundreds of years, and in the new period, which is the better ways to maintain industrial safety? So, precaution system of industry injury was advanced, and this method was verified successfully by European and American countries. In recent years, our country has strengthened the research on the precaution system of industry injury. But the research focused on the economy area which didn't catch the connection between precaution system of industry injury and WTO legal principle.
