Anti-dumping are gradually attached importance to in China since China began to file anti-dumping petitions in 1997. With the entry into WTO of China in 2001, some people in China have a great upsurge in researches on anti-dumping. In the beginning, the emphasis is placed on the laws and regulations. However, with deepening of the research, scholars come to make researches on the materiality and details of anti-dumping. Then, people start to attach importance to the industry injury in China's academic and industry fields. The research on the industry injury is regarded as an important content by the academic circle. As an focal part of anti-dumping, industry injury early-warning also become the important point of the anti-dumping research, which is the result of the deep developing and outstretching of researches on the anti-dumping.In the current economic globalization, domestic industry will be more and more impacted by foreign strong industry with increasing open degree to the outside world. The development of domestic industry can be frustrated, to such an extent that be closed. It is more common in developing countries when compared with strong developed countries. It is imperative for us to strengthen anti-dumping researches. In fact, industry injury early-warning is exactly an important epitome of enforcing anti-dumping. Therefore, making researches on the industry injury early-warning is not only a need of enriching anti-dumping theory system but also a need of protecting domestic industry for developing healthily with its pre-protection.This article analyzes industry injury's basic theory completely beginning with dumping and anti-dumping theories, guided by WTO anti-dumping rules and anti-dumping rules of China. Those basic theories includes definition and confirmation means of industry injury. This article constructs the index system of industry injury early-warning based on analyzing industry injury in detail, and makes research on the effective approaches of eliminating the correlation between the evaluation-indexes ofindustry injury degree which ensure the scientificaalness of index system design. Then this article probes into definition means of early-warning range. Based on the contrived and constructed index system of industry injury early-warning, this article also attaches importance to make research on the industry injury early-warning system in China with global analysis and step-by-step means from characteristic to content, to work system of industry injury early-warning system, to construction of early-warning model. Industry injury early-warning model is constructed by means of the Delphi method and Analytic Hierarchy Process in statistics with which industry injury can be scientifically early-warned and forecasted quantitatively and qualitatively. Finally, this article put forward the proposal of improving industry injury early-warning system based on analyzing evaluation and current early-warning situation of industry injury in China.
