The procedural justice is the pattern of Rule of Law which embodies justice, and it is also the important means to protect the human rights and a social ideality for guarantee of human rights. Therefore, it's of practical significances to set up the concept of procedural justice, to cognize the independent value of it, to regard it as the value orientation of judical reform, and then to realize the judical fair.
