At the end of the 20th century, social security systems, such as modern enterprise systems, labor employment, salary system, medical system, housing system and social assistance system, face to huge reform due to the set-up and development of socialist market economy gradually. Along with the gradual set-up of market orientation employment system and the perfecting social security system, the frequent exchange of the personal exchange and the socialization trend of social insurance relationship, the inexorable trend of social security system to achieve socialization management.The appearance of social security card provides the new path toward the socialization management of social security system.
