Research On The Problems And Countermeasures In The Application Of Chengdu Social Security Card Data

Social security card is a livelihood card that carries a number of government public services,which is closely related to people’s life,work and other aspects.It stores a large number of livelihood data,which has a wide range of dimensions,high accuracy and strong real-time performance.With the development of technology and the improvement of living standards,the public demand for government public services is also increasing.We can rely on social security card data to provide more refined and efficient public services.At present,Chengdu social security card carries a large amount of data,but the data utilization rate is low,there are obvious problems and shortcomings in data application,massive data has not been reasonably used,can’t give full play to its energy efficiency in public services and social governance.Therefore,it is of great significance to further explore the application of social security card data in Chengdu and to carry out scientific and rational development and application of the data it carries.In the context of national institutional reform,the current development of social security cards is restricted by certain conditions,so it is necessary to dig deeper into the functions and applications of social security cards in public services.This paper takes the data application of social security card in Chengdu as a case study,based on Nolan stage model,digital age governance theory and service-oriented government theory,by using literature reading method,comparative analysis method,interview method and other research methods.starting from the current situation of the application of social security card data,combined with the actual situation of Chengdu,this paper analyzes the problems and reasons existing in the data application of social security card in Chengdu,and puts forward countermeasures.After in-depth research and analysis,at present,there are some problems in the data application of social security card in Chengdu,such as lack of overall planning,unclear inter-departmental powers and responsibilities,single data source,low data utilization,narrow data application field,security risk and so on.Through the analysis of the causes of the problems,drawing lessons from the successful practice of data application of social security cards at home and abroad,and using a variety of research methods for in-depth research and exploration,it is concluded that to solve the problem of data application of social security cards in Chengdu should start from the following aspects: unified deployment,coordination and linkage,establishment of departmental coordination mechanism,strengthening data sharing among departments and division of labor and cooperation among various departments.Broaden the application scene,create a card environment,promote the application of social security cards in various fields and channels,attach importance to data collection and improve functional design,including the improvement of social security card application functions and system functions.Expand the application field of social security card data in social governance,excavate its data value,and give full play to the energy efficiency of social governance such as individual,enterprise dynamic management and precision service,government wisdom governance,social credit system construction and so on.Strengthen the security of social security card data application,carry out data life cycle risk analysis,strengthen data security management,standardize third-party data access and application scope,data security is the premise of government data governance.Through this study,it can be concluded that in the future,we should use the social security card as the data carrier,carry out the data fusion and mining application of various government departments,give full play to the value of government data assets,create a good card environment,and enhance the card-using experience of the masses.to provide accurate public services for the masses.At the same time,through the application of social security card data,strengthen the government data governance ability,improve the efficiency of social governance and the level of public service,and really achieve the goal of "one card universal".To provide some reference for the future development of social security cards in Chengdu and other areas.
