Research On Problems And Advice In The Distribution And Application Of Social Security Card In Chongqing City

Social security card has been the main link,with which Government departments and the people closely linked,also an important means of social management and public service.When the work about human resources and social security into the development of nationwide service and fitting mobility,the demand for the people,about expanding application of social security card and improving service skills,is increasing urgently.Chongqing has issued 33.27 million pieces of social security card at the end of 2015,which overfulfilled the distribution task of social security card scheduled by Human resources and social security.Though the work in the construction of social security card in Chongqing has made some progress,there are many problems.Therefore,on the perspective of public management,this paper,adopting the empirical research method,has analyzed the problems and reasons in distribution and application of social security card in Chongqing city with the current situation and problems,also given the advice and solutions,which can further accelerate the construction of social security card in Chongqing.This paper has mainly includes four parts:The first part mainly illustrates the subject background,the research significance and research methods,and also summarizes the related research situation at home and abroad.The second part introduces the distribution and application situation of social security card in Chongqing.The third part,with questionnaire and relevant cases analysis,firstly points out five aspects of problems in the distribution and application of social security card issued for Chongqing,including long cycle of getting social security card,limited ability on related business service,low activating rate for financial function,less application about financial function and ignored security management mechanism about social security card.Then,combined with the survey results of interviews,it aslo provides key analysis about the resulting reasons of the problems:complex program of getting social security card,the lack of information feedback channels;business in large demand,insufficient ability of staff;bank for activation is inconvenient,social security card publicity is not enough;the imperfect environment of cards use,different departments lack of coordination and slow progress on application;the lack of security management guarantee mechanism,etc.From the factors of influence about these problems,the fourth part proposes some operational and reasonable suggestions,which focus on the orgnaization online business of social security card and implementation plan on strengthen the application of financial function.The main strategies this study proposed are:optimize issuing process of social security card,establish query methods about social security card progress,opening social security card post services;to carry out the orgnaization online business of social security card;improve methods on the financial function activation of social security card,strengthen the publicity of social security card in many ways;from the business process,technical support,policy support and other aspects,present applications of social security treatment obtaining and social security payment;improve legislation of social security card,set up supervision and management system and incentives to report,etc.
