The public sector is a set of organizational system, which is to provide public goods, public services and the public interest. In the public sector, human resource management is an important means to achieve organizational goals. Currently in the public sector, it is still in the initial exploration stage to conduct a detailed study of human resource management. According to the modern human resource management theory, Staff motivation is the core of the Organization's human resource management issues. To really give employees incentive to play a continuing role, the organization must form a comprehensive set of incentives. In the public sector in China's system of promotion, salary management system, assessment and training system, effective use of incentive mechanisms has important theoretical and practical significance for improving public sector human resource management. Among them, the development of appropriate incentives for employees is particularly important. Based on the systematic review and analysis of public sector human resources management and the classic theory of motivation, based on the primary and secondary school teachers as well as civil servants in the civil service incentives empirical analysis of preferences, summed up in the organs of civil servants and school teachers incentives to select preference characteristics, make recommendations to the staff-related incentives for organizations to develop a system, improvement for staff productivity, and enhance the organization's competitiveness.This paper is divided into six chapters. The first chapter of the article is about research background, research contents and significance. From a practical point of view of the law emphasized the civil service and the primary and secondary school teachers in the treatment of equality. The second chapter is a theory literature review article. The first is reviewed the public sector and public sector human resource management studies, The second section describes the various concepts of incentives, Several re-introduced the main types of motivation theories: content-type, process type, behavioral rehabilitation type, comprehensive. Finally, domestic experts and scholars in human resources for the public sector incentives, as well as primary and secondary school teachers in encouraging the study concluded. The third chapter is an object for empirical research and design part of the sample. The fourth chapter in the organs of civil servants and school teachers in Nanjing incentives preferences questionnaire survey analysis, obtained factor structure of preferences.
