A Study On Legalregime For Public Emergency Administration

With the development of the world multi-polarization and economic globalization and the information network,the GDP of a nation reaches 1000 dollars to 3000 dollars,it's economy,population,resources,environment, and other social conflicts are the most serious, the society enters a stage of non-stability and frequency of public events,which will have direct relation with social stability and regime. So reserching legalregime of emergency administration has an important theory and practical significance. This paper totally has four chapters,the method is to propose problems,analyze problems and find out suggestions. Chapter 1 is mainly the research background,significance,literature review and objective.Chapter 2 is to analyze some definitions of theories in this research,such as major public events,emergency administration and so on. Importantly,the legal basis of this research is analyzed,which is administrative emergency power,including its definition,feature and significance.Chapter 3 is to analyze legislation control of major public emergence,including the contents of public emergency administration and the shortcomings and recommendations of administrative emergency power.Chapter 4 is mainly to analyze the problems and recommendations of public emergency administration. Problems include procedure, organization structure , civil rights, and supervision mechanism and so on.
