The Research Of The Issues About City Public Emergency Event From The View Of Lindell

Fushun contributed to our country economy development as a an old northeastern industrial city. Our country is in social transformation period and contradiction proruption period at the present, and economy construction and social development in Fushun are faced up with unprecedented opportunity and challenge, so promoting the harmony and stationary is the key importance of government job. As an old industrial city, Fushun has many problems such as resource exhaustion, numerous dangerous industries, complex problems left over by history, large amount of laid-off workers, poor population concentration, high occurance of mass disturbance, accident disaster and natural disasters, city public emergency happen frequently. Managing the emergency effectively in case of the damages of people’s life and property and demonstrating government credibility and public service function is very important.This article is based on Lindell emergency management theory, puts up with the methods of completing Fushun emergency management by seeking the problems of public emergency and analyzing the reasons of emergency management problems. This article is mainly divided into four parts. First is the summary of related conceptions including city public emergency、emergency management、hazard, and Lindell emergency management theory introduction, mainly state four stages of emergency management, that is hazard mitigation, emergency preparation, meeting emergency response and recovery. Second is the analysis of emergency management status and main problems in Fushun. Third is the analysis of reasons of Fushun emergency management. The last is the strategies of perfecting Fushun emergency management including decreasing hazard mitigation so as to defense the occurance of public emergency, making scientific and reasonable plans to make preparetions for emergency, strengthening meeting emergency functions to handle city public emergency effectively and making complete recovery plans to ensure disaster recovery work. The research of Lindell emergency management theory and the strategies of completing Fushun emergency have large guide significance and will leave mirror impression on emergency management in similar cities inland.
