The Analysis On Culture Factors Influencing Military Technological Innovation

The innovative activity is one of the basic forms of practice in the society. In the wave of new military reform, most countries in the world put the military technological innovation at an important place in order to seize the commanding point during the information war in the future, and to obtain the right to take initiative in the 21st century. It is known that military technological innovation takes place in certain social and cultural environment, and would be influenced by all the factors on all the aspects in the society. From the basic concepts of culture and military technological innovation as the start, the present thesis briefs the three characteristics—historical continuity, join forces of the outside and the inside, and the two-sidedness—shown in the process of culture-affected military technological innovation. On this basis, the author further studied the different effects of these three characteristics on the military technological innovation from the aspects of material, institutional, and spiritual culture; and then, She proposed that the material culture is the foundation of the military technological innovation, institutional culture is its incubator, and the spiritual culture is its navigator. Finally, on the basis of the status quo of culture and military-modernization in our country, the thesis suggested some ways to create the fine cultural atmosphere that is beneficial to the military technological innovation in our country from there aspects, namely, strengthening the construction of material culture, perfecting the institutional system, and reforming the spiritual culture.
