The Preliminary Analysis Over The Professional Construction Of The Economic Crimes Investigation Group In Police System In China

Since the opening of China, with the graduating construction and perfection of the socialism market economy, the increasing numbers of appendix, the economic crimes, rushed up, this seriously damages the socialism market economic orders and dangers the safety of state economy and the appearance of the CCP and the governments that is the focus of the criminal punishments in China. The quality of the ECI determines the prosecution, the trial and the execution and the high-quality of the ECI needs the systematical and scientific theory guides. As more than 50 years establishment of the ECI group in police system, the theoretical studies of ECI achieved the great marks in form of the papers, the masterpieces, the textbooks. All of these published materials realized that a ECI group with the according information knowledge and the safeguard of state economic safety as the high qualities is needed for this country but demand the group to improve their integrated quality trading to the aspect of the macroscopic levels and the propaganda, which is hard to find out the real problems in the process of ECI.So my adviser Prof. Zhang-Yonghe pointed out directly that"the great just emotions could not really help the justice"as the guidance of writing. And this is the core of this paper. Therefore, this paper describes the current situations such as the development, the frame constructions, the faculty, the types of cases based on the ECI group in X Police Station as target combing with the ECI practices and comparing analyzes the relative legal departments manly as the prosecutors and the courts to remain the disadvantages such as the legal regulations, the professional qualities, the thinking method, the police resources. Finally, the author gives own suggestions about professional construction of ECI groups the following aspects: the legislation perfections, the entrance system, the training enforcement, the talents employment, the professional exams and so on based on the investigation practices and relative theories."I see no ending, yet high and low I'll search with may will unbending", with the cooperation hardly, the"justice"in the area of ECI would be realized at last.
