National auxiliary police have played an active role in assisting the police in cracking down on illegal activities,maintaining national stability and social order,and have made important contributions to maintaining social order.In addition,due to the failure to establish a mature working mechanism,fail to adopt standardized management methods,fail to implement supervision responsibilities,the quality of the auxiliary police team is uneven,and the personnel are easy to flow.Some units have the risk of leaking secrets.There have been many vicious cases of auxiliary police officers engaging in public and illegal activities in various provinces and cities,which has negatively affected the phenomenon of public security organs.At present,there is an urgent need for professional management of existing auxiliary police officers to improve their working capabilities.It conducts business in accordance with corresponding standards.Taking the professional construction of auxiliary police force in B city as a case,this paper investigates and studies the present situation of professional construction of auxiliary police force in B city by means of questionnaire,interview and document research.Analysis found that B city public security organs auxiliary police management,has achieved certain results.At the same time B in the professional construction of auxiliary police force of city public security organs,there are mainly problems of temporary identity,professional mismatch,irregular work and insufficient stability.The causes of the problems include the imperfect management system of auxiliary police,the analysis of the needs of selection and allocation of neglect of competence,the failure of incentive management to meet the needs of auxiliary police and the neglect of cultural management.To realize the professional construction of auxiliary police force in B city,we should first perfect the management system of auxiliary police,including optimizing the management thought of auxiliary police,defining the legal identity of auxiliary police,and determining the law enforcement authority of auxiliary police.Secondly,we should optimize the selection and allocation management of auxiliary police management,including perfecting the examination system,improving the basic quality of the entry personnel,optimizing the post allocation,paying attention to the post competency situation,paying attention to the work supervision and management,constructing the demand training system based on competence,perfecting the promotion mechanism and paying attention to the post exercise.Thirdly,we should optimize performance management and motivation,including optimizing performance management system,designing and constructing performance-oriented differentiation Incentive system,the construction of demand-oriented multiple incentive system.Finally,we should improve the stability of auxiliary police through cultural propaganda and identity management.
