As a system which has profound theoretical basis and clear legal ground, the People's Congress accountability system counts the inevitable requirement of representative democracy and also the main contents of the People's Congress. While the People's Congress and its Standing Committee were almost useless in handling accidents and incidents because they were not able to give their due voice. And the reasons caused the current situation are intricate. On one hand, it is owned to the existing political system and working mechanism on several aspects. First, the party committees and governments are unclear with the division of responsibilities. Second, the audit services, procuratorial work and Inspection work only open to a limited extent.Third, the capability and performance of their duties of the reprehensive are not enthusiastic. Four, self-construction of the Standing Committee is to be strengthened. On the other hand, it is due to the defects in the People's Congress system of accountability.For example, the representative can not submit the motion of accountability in session; the Congress can not directly question government officials; Congress subject of accountability is not clear, the operating procedures of question right, right to investigate specific issues, dismissal rights and recall right are imperfect etc. In order to strengthen accountability, the people's congress system of accountability should be placed to a more feasible place to start to improve. We should draw lessons from Western parliamentary on the achievements of the supervision and accountability,combined with China's national conditions to renew and improve the system of the people's congress accountability on the following aspects gradually. First, in the main body of accountability, the representative be given the power to put forward the accountability motion to play the full role of the representative during the intersessional period. About the object of accountability, we should take the" elected civil servants" policy as the clear object of accountability to make the accountability more oriented and confrontational. In the accountability reasons, the list can be taken to regulate the way for Congress to guide the implementation of accountability. In the accountability procedures, accountability procedures should be detailed on the anatomy, perfect each step, giving Congress more power to ensure the accountability achieve the tangible results.In the form of accountability responsibility, we can explore the coexistence of accountability mechanisms:removal, dismissal and resignation forms to provide more room for the implementation of the People's Congress accountability.
