Research Questions Of Accountability Of Local Executives People's Congress

In modern times, the responsibility has been the core issues of democraticpolitics and public administration. Therefore, accountability has also become animportant part of democratic politics and public administration. The officialaccountability system was arisen with the western constitutional system and hasbeen a complete and mature system after a long-time development. On the contrast,the official accountability system of China has not started until the ‘SARS’ event in2003. Hence, a long period of time is needed to build the accountability system ofChina.With the development of the society, the construction of the accountabilitysystem of China has made some achievements. However, there also exists someproblems in almost every corner of the accountability system of our country. Theseproblems affect the effect of accountability. Among these problems, unitary subjectin accountability is troublesome. Hence, it is essential to enlarge the range of thesubjects in accountability.The People’s Congress is an organization with power of ourcountry and the system of People’s Congress is also the fundamental political systemof China. The position of People’s Congress authorizes that it’s one of the subjects ofaccountability undoubtedly. Therefore, great efforts should be paid to theconstruction and participation on People’s Congress into the accountabilitysystem.This paper pays close attention to both western countries’ achievements inthe construction of the accountability systems and current situation of our country inorder to find the way of the construction of the accountability system that fit ourcountry. Undoubtedly, including the People’s Congress, the participation of multiplesocial subjects into the accountability system will surely promote the construction ofthe accountability system of China.
