Under the background of the reform and opening-up, the non-publicly economy in China developed fast and become a significant force of the national economy. By the end of 2008, there are 6574.2 thousand registered private enterprises and 29173 thousand individually-owned business in China. Meanwhile, the fixed asset invest in the total society is 17.23 trillion yuan. The foreign-owned enterprises and non-publicly enterprises occupy 1.41 and 11.18 trillion yuan, respectively. From the above analysis, it can be seen that the non-publicly economy plays a more and more important role in promoting the national economic construction. However, it should be pointed out that the party construction in the non-publicly enterprises is still weak. At present, many non-publicly enterprises have not established the party organization. Despite few non-publicly enterprises have established the party organization, the work mechanism of the party construction was not perfect and the role of the party organization that exerted on the non-publicly enterprises was not enough. It can be said that the party construction in the non-publicly enterprises in China was still in a weak link, which not only goes against strengthening the class basis of our party and expanding the mass basis but also significantly affects the fast development of the civilian enterprises. The center committee of the Chinese communist party's decision pertaining to several issues in strengthening and improving the party construction during the new period pointed out that it should comprehensively push forward the party construction in all fields and realize the nationwide coverage of our Party's work. Therefore, how to carry out the party construction and improve the healthy development of the non-publicly enterprises has become a great event which concerns our party's building of administration and level of administration. On the basis of investigating the party construction of different non-publicly enterprises, this paper comprehensively analyzed the party construction during the new period. The main contents of this paper include the following:1. The status quo of the party construction of the non-publicly enterprises is analyzed in detail through investigating the documentation. This chapter specifics the research direction, method and content of this paper, which provides an important guide for the further research.2. The development and characteristics of the non-publicly enterprises are first introduced briefly, which aims to specific the status and role of the non-publicly economy. Then, it is pointed out that the development of the non-publicly enterprises is the demand for strengthening the class basis of the party, enlarging the mass foundation, promoting the healthy development of the enterprises and constructing the harmonious socialist society. The emphasis of this chapter is to analyze the opportunity and challenge of the non-publicly enterprises and thus, the importance and urgency of strengthening the party construction of the non-publicly enterprises are clarified.3. Various manifestations that the non-publicly enterprises can not adapt to the new situations are investigated. Meanwhile, the existing problems and reasons for the party construction of the non-publicly enterprises are also analyzed. This is the emphasis of this paper.4. Aimed at the existing problems and reasons for the party construction of the non-publicly enterprises, the principles of the party construction of the non-publicly enterprises are presented and the countermeasures of strengthening the party construction are also put forward. It includes the organization pattern, operational mechanism and model of action. This is the difficult point of this paper.
