Forensic Science of construction costs is one of Forensic Science, which is an activity of that the technical department of court authorizes the social authority of construction costs to issue identifying conclusion to construction costs, under the disputes due to construction contract and with the identifying application from litigant and the agreement from panel of judges.With the reform of judicial identifying system, COURT AND JUDICIAL DEPARTMENTS DON'T HAVE TO SET UP IDENTIFYING AUTHORIYIES as stipulated in RESOLVEMENT TO MANAGING PROBLEMS IN FORENSIC SCIENCE by STANDING COMMITTEE OF NPC in 2005, internal evidence in judicial system has been pushed gradually into social evidence by intermediary authorities, realizing the socialization and business operation, and also starting the operation of Forensic Science of Construction Costs under the new system. It is gradually taking one way to normalization from self authorization by panel of judge into the responsibilities through technical department of court in charging external authorization, coordination and supervision etc.Forensic Science of construction costs is one procedure with procedure and entity in equal importance. In the procedure, litigant's all the rights have been thoroughly esteemed, including selecting identifying authority, discussing the identifying expenses, on-the-spot inspection, holding court and supervision etc. making PROCEDURE running in the whole course of judicial evidence. Entity right is relative to identifying conclusion of clear construction costs in order to realize litigant's legal economical profit. Therefore, during the course of judicial evidence, it must be fair to ensure an open procedure and a fair entity, in order to make the conclusion very convinced and legal evidence accepted by the court. Combining the procedure institutions of Judicial technical evidence of the court and the problems occurred in the practices of Judicial evidence, the article aims at analysis and research to the problems of procedure and technique occurred in the Judicial evidence in order to further solve and improve Judicial evidence of construction costs. It is a legal matter, depending on how the court performs the procedure of Judicial evidence and ensure the procedure rightful to provide guarantee for entity. Meanwhile, it is also a specific technical matter, depending on the good management of social consultative authorities of construction costs and improvement of professional quality of personnel of construction costs, in order to well ensure the conclusion technical, reliable and fair.
