Studies On Local Party Committees' Scientific And Democratic Decision-making Channelsand Mechanisms Of Implementation

According to the local party committees of scientific decision democratization in specific requirements before and after the Third Plenary Session of the Party committees decision-making mechanism evolution and development of local party committees for decision-making mechanism evolution laws and experience, this thesis defines the scientific and democratic policy-making system requirements and standardized operation. Then based on the reform of mechanism of local party committees'decision-making system since the Fourth Plenary Session of the Party, the thesis also promotes scientific analysis of decision democratization logic. One is the macroscopical factors, including democracy and the party's construction, the reigning way transformation and decision-making functions strengthening, and local party leadership system reform. The other is that the local party committee decision mechanism faces some challenges due to problems existing, namingly decision-making power operation distortion and fuzzy boundaries, scientific and democratic decision-making mechanism retardation, and democratic decision-making science missing out.The existing problems in scientific decision democratization of the local party committees are analyzed in details in this thesis. One is that the unified rules of decision-making procedures in the application of democratic political system of local party committees; the other is that traditional political culture of adverse effects, the idea of decision-making path dependence and the deep concern of the cost of decision.Studying the western countries politital situation of democratic decision-making mechanism of scientific decision, practice and characteristics, this thesis will also summarizes theie experiences. According to the objectives and tasks in the scientific decision democratization proposed by the government since the Fourth Plenary Session of the Paty, the thesis proposes that the mechanism of realization ways for local party committees to make scientific decision democratization could be as following:by smoothing the relation between the party and state power, administrative power, we could straighten out the power relationships and decision-making power operation mechanism of standardization between the Party committees; Through strengthening inner-party democracy construction and people's democracy, we could broaden policy decision problems and set up sound input channel and input mechanisms; Through perfecting and transfering the system resources, we could establish decision-making consultation and consultation mechanism; Through improving the decision-making process and solving the problems of decision-making simplification, internalization, formalized process, we could make the mechanism of decision making perfect; By adapting to the management mode and the transform of local administration, and social informatization, we could set up the mechanism of public participation, decision-making and supervision.
