Research On The Classification Reform Of Public Institutions In Kunming

The traditional managment system and operational mechanism of our has caused many problems of our public institutions, such as the inirrational structure, the unclear distribution of functions and work, as well as the low efficiency and poor quality of the service.These problems have badly affected and seriously hindered the improvement of our social undertakings. Facing the dilelmma and the urgent need, the CPC Central Committee and the State Council issued a "guiding suggestions to Classified reform of public service unit" in April2012, showing the direction of the classification reform for the whole country. As a provincial capital city which located in the multi-ethnic area, Kunming Municipility has been facing the special reality itself in the classification reform of the public institutions. Previously, Kunming Municipility has carried out some of the preparation and preliminary work of the classified reform of the institutions. However, as the reform goes deeper, problems and difficulties has been increasing. Therefore, the further study of the Classification reform of Kunming institution is needed to be carry out to resolve the the real problems by a better use of the advanced theory and experience, thus promoting the classification reform of the institutions in Kunming Municipility.Under this background,combined with the working practice,the author conducts the research of institution classification reform in Kunming Municipility by using the methods like literature analysis, comparative studies, interview research and so on. In this paper, the the theoretical basis of institution classification reform is generalized first, then an overview of the classification reform of public institutions of our country is presented. After this, the author mainly introduces the institution reform exploration situation of Kunming Municipility. Through careful inquiry, it is concluded that there are some main problems existing in Kunming institution classification reform, such as the short of the reforming power and the lagging supporting measures, which are caused by some reasons including the realistic interests block, the lack of overall planning and so on. On this basis, the author puts forward a series of corresponding countermeasures and suggestions, hoping that they can be beneficial to the Kunming Municipility’s institution classification reform in the next stage.
