Then we use the fishing law enforcement as a example, from the angle of its procedure legitimacy and its entity legitimacy, try to find the problems which exists in our administrative law enforcement, analyzes the reasons, such as legal system whether perfect, law enforcement personnel whether sound due diligence, whether in accordance with law enforcement, etc. Finally, to perfect the administrative law enforcement means it gives several countermeasures in view of the above questions, such as setting administrative law enforcement agencies, administrating according to law, mounting bunch of right and strengthening the power restriction and supervision, strengthening the law enforcement personnel service consciousness, improving our country's financial management system, establishing correct administrative law-enforcing mentalities, etc.
