Research On Administrative Cost Control Of County Government In China From The Perspective Of Economical Government

In 1979,the New Public Management Movement started in the United Kingdom,then in the United States,and then expanded to major Western developed countries,and finally spread to many developing countries and countries in transition.The direct purpose of reforming the government is to use the surplus fiscal funds as a stimulus to encourage the government to obtain the same high returns at the lowest cost,or It is to obtain the highest possible income with the same cost.Governments of various countries have actively taken measures to reduce staff,improve performance,streamline budgets,control finances,and strengthen supervision to reduce the scale of administrative costs.As a government serving the people,our government has always pursued the principle of diligence and frugality.In the process of opening up to the outside world,our country has also learned from Western countries to promote the reform of the administrative system,and is gradually deepening.In recent years,our government has been trying to build a conservation-oriented government and a service-oriented government,transform government functions,and provide better public services.With the continuous progress of society and the improvement of citizens' enthusiasm for participating in politics,the government's increasing administrative costs have received increasing attention.Excessive administrative costs will not only reduce the government's investment in public services,but will also have a huge impact on the government's credibility,and will even directly affect the country's sustained,stable and healthy development.Therefore,controlling excessively high and excessive administrative costs It is urgent.Thecounty government is an important part of my country's grassroots government.It is the main work of this study to study the expenditure status of the county government's administrative costs,explore the existing problems,reveal its deep-seated causes,and then seek a more optimized management path.On the way of specific research,The first part of this paper mainly discusses the research background and significance of this paper,brings together the relevant research of domestic and foreign experts,and puts forward the research ideas and methods of this paper.The second part mainly discusses the relevant concepts and theoretical basis of this thesis.The third part is to analyze the current status of administrative costs and the problems in the control process of the H county government in recent years.The fourth part analyzes the causes of problems in the process of H county government administrative cost control,and then summarizes the general causes of the difficulty of county government administrative cost control in my country.Finally,according to the problems and causes of the county-level government administrative cost control disclosed above,the countermeasures and suggestions on how to save the county-level government administrative costs in my country are proposed.
