From The Traditional Concept Of Development To The Scientific Concept Of Development

The transformation from traditional-developing concept to scientific-developing concept, not only develops the way of transformation, but also the transformation and the innovation about developing concept. The basically development way base on the traditional-developing concept is high investment, high consumption, high pollution and high emissions and low efficiency, which of the "four high-one low" extensive economic growth mode. Economic growth relies mainly on labor and material resources consumed. Traditional- developing concept considered that development is the growth of total economy and material wealth, which is a "development = economy" economic development put GDP as the center. The development concept is to develop better than no development, faster is much batter than slower. Purpose is everything, and means is insignificant, but no taking into account about those deep and essential problem such as how and why to develop. This is 18th century western countries development pattern since their industrialization. Postwar developing countries also are generally followed this development model. The result of this development mode is economic development ,and also cause environmental pollution and ecological crisis, social contradictions increasingly sharp and prominent. In the early 1980s, face on many disadvantages and problems of traditional development concept exist, people proposed "sustainable development concept" to solve the facing problems and contradictions about human survival and development. Although this concept has begun attention to human problems, yet has not put forward"people-centered concept"clearly .We can use for reference on the basis of previous development, proposed"people-centered scientific development concept"further explicitly. From traditional- developing concept to sustainable-developing concept, and to scientific development concept, first of all, is the transformation of development model. Under the guidance of scientific development concept, economic development are no longer high investment, high pollution and high consumption and high emissions, low efficiency of the " four high-one low" extensive economy growth pattern, but less investment, low consumption and low pollution, high efficient -intensive economic growth mode. From expanded reproduction to connotation reproduction, paying attention to internal tapping, and efficiency improving. Economic development no longer simply rely on labor and material resources consumption, but also pay more attention to knowledge update and technical transformation, the improvement of the scientific and technological content of products. Social development also is no longer total economy and material wealth growth, which is not simply GDP growth, but the all-round improvement of the society, is a comprehensive and coordinated development of economic, political, ideological, cultural, and human and nature. The second is the development concept change and innovation. Scientific development concept put more concerned with how and why and for who to develop, which of deep problems, such as the substance of development. Scientific development concept adhere to people-centered, economic, political, ideological, cultural, social, human and natural comprehensive, coordinated and sustainable development. Development is ultimately to realize man's freedom and liberation and all-round development.My papers focus on three parts based on the above idea. Part 1, The implementation of traditional- development concept of development and limitations. Part 3, The implementation and significance of scientific-developing concept. We try to make the connotation of the scientific-developing concept of development clear and deeply in theory and in reality, analyze theoretical value and practical significance of scientific-developing concept and talk about using scientific-developing concept to guide innovation in the development approach changing.
