The concept of universal service has been since the first time, has experienced more than a century of development. As residents of public goods and public services demand, the government has an obligation to public property in the industrial areas to strengthen control, protection of residents to meet public demand. Many countries, universal service has been incorporated into the control of natural monopoly laws, and become one of the important public policy. Telecommunications universal service system is an important part of the Telecommunications Act, designed to meet the telecommunications needs of consumers and protect the rights of all citizens access to information, reduce the wealth gap and promote social equity. At present, China is the wave of reform in the telecommunications industry, developments and challenges co-exist, should study the telecommunications universal service system and to absorb and learn from experiences of developed countries.This paper is divided into three parts, the first introduces the concept of universal telecommunications service as defined in the production and describe the meaning of universal service, after the telecommunications industry since the origins and development of the rich history, and summarized its main features. Emphasis from the protection of human rights, justice, industry, regulatory and other legal perspective there is demonstrated need for universal telecommunications service. The second part is the field of foreign telecommunications universal service to compare the basic situation, in particular, the analysis of the United States, the European Union and the United Kingdom telecommunications universal service system, summed up the foreign aspects of universal service in telecommunications features, advantages and learn from their advanced experience. The third and final part is the universal service of China Telecom to analyze the status and problems, advanced experience from abroad, combined with their facts presented to the Universal Service system, the perfection of the reasonable proposals, such as do relevant legislation, the creation of specialized management agencies and other measures.
