Due to the advancement of technology and economy development, countries all over the world deregulate power industry. The deregulation leads to break of monopoly and brings in competition to the industry. However, the co-existence of government intervention and antitrust system is the situation of power industry. How to coordinate both systems is becoming an urgent issue that need to be addressed. This paper will take a sight from economics, integrating theories of government regulations and economics, as well as dialectical materialism, comparative method, historical research and empirical analysis to explore the relationship between government regulations and antitrust system. In addition, recommendations will be provided with consideration of experience from overseas.Initially, the paper will describe characteristics of government industry and theories and practice of traditional regulations, analyzing logical starting point of public regulation and antitrust system to realize drawbacks of traditional regulation theories. Furthermore, intervention of antitrust system and government regulation and antitrust system coordination models from US, Japan, Germany, Europe Union and New Zealand will be analyzed to explore their future tendency. Moreover, this paper will integrate the development process of domestic power industry to analyze government regulation and antitrust system coordination models and its problems. At last, the paper will give suggestions to the problems in regulation and antitrust system in domestic power industry.
