The government management levels refer to the ranking structure and amount of layers based on vertical division of work, i.e. the vertical settings of government organs at different levels. The setting of government levels should abide by the principles of rationalization of vertical relationships, people-orientation of government management and rationalization of political resources allocation. But in reality, the redundancy of such levels has resulted in problems including lengthy administrative chains, high administrative costs and low administrative efficiency. As required by the central government, Shenzhen Municipality takes the lead in putting forward simplifying administrative levels and implementing "one-layer government and three-layer management".Following the procedure of raising, analyzing and resolving the question, this paper firstly addresses the disadvantages of Shenzhen's government management framework at present and the necessity of promoting the simplification of government levels; then the paper puts forward the overall thought in practicing the reform of "one-layer government and three-layer management" in Shenzhen, on the basis of the environment and principles for such a reform; at last the paper puts forward the paths in carrying out the reform, including the inter-layer authority division, the allocation of financial rights, manpower and organs, the principles in the adjustment of administrative division, as well as the coordinative laws, regulations and measures.
