Research On Government Information Resource Management Model Under Network Environment

The value and importance of government information resource is gradually realized in the global informationization, which requires the new theory and methods on government information resource management. Based on detailed analysis of the subject and object of government information resource management, this paper defines the specific properties and function, the direction of a current and distribution of the digital government. This paper presents target model, function model, technology structure model, information resource programming and network model, and basic data element attribute structure of government information, briefly elucidates the basic components and major functions of the model. Systems based on this model integrate information management system and e-government into a coherent whole so that it can both perform executive work and conduct real time management of government information at the same time. Therefore, information sharing among heterogeneous systems is realized, isolated information island can be eliminated, information resource allocation can be optimized, and the problems that local government can not obtain comprehensive and accurate information and public can not have equal access to information can be overcome.To realize a smooth transition of the heterogeneous system to integrated government information resource management system, the author suggests adopting the technology of top layer design to transform the theory model to a real system, and employ technologies of set mapping and data integration to overcome the heterogeneous data.
