Investigative Survey On The Practice Of Complaint Letter And Visit Mechanism In Bayannur City

Modern society sees increasing amount of social conflicts with the development of socialist market economy and rapid growth of citizens'right and law awareness.This paper mainly focuses on a broadly discussed social issue-the Complaint Letter and Visit (L&V) Mechanism by recalling the purpose of L&V mechanism's establishment, taking into consideration of social changes and discussing the mechanism's function and its relationship with law in current social context. The comprehensive survey covers classical L&V cases of Bayannur City and concluded main characteristics of current L&V work of the city. The paper also analyzes difficulties and causes of current L&V mechanism practice from various perspectives, such as social environment limitations, L&V mechanism's defect, problems within government agencies responsible for L&V work and petitioners. The survey also provides solutions to intractable issues include group petition and repeated petition.
