Situation, Probleoms And Solutions On Internal Knowledge Sharing Of Government

The knowledge economy era, the government’s decision-making environment inwhich more and more complex, the practice of public management activities withinthe government show that knowledge has become the core resources of theorganization’s most competitive, and knowledge sharing as one of the important linksand soul of factors, but also the government center stage of public administration. Inother countries, whether private sector or the public sector, its internal knowledgesharing model and implementation have a certain development results, however, thedomestic implementation of internal knowledge sharing government point of view,has not kept pace with international developments in the effective aspects of theimplementation strategy. In this paper, knowledge sharing within the government inthe implementation of the problems and solutions done some study and research.First, the concept of knowledge and knowledge sharing, and the connotation, thedemand for government planning knowledge classification, and the level ofknowledge sharing government were divided, namely macro, meso and micro levels,both in which level of government internal knowledge sharing are an important meansto help improve public services and public administration efficiency, so theimplementation of knowledge sharing within the government imperative.Secondly, in the process of knowledge sharing research to practice, we found anumber of implementation obstacles and difficulties after its deep understanding andanalysis, can be summarized as a problem shared mode, the institutional environment,organizational structure and technology in four areas only effectively remove theseobstacles and difficulties, in order to successfully promote the practice anddevelopment of knowledge sharing within the government.Finally, summed up in the U.S. and UK governments to implement internalknowledge sharing successful experiences, combined with the experience, for thisstage of the implementation, from sharing model, institutional environment,organizational structure and technology in four areas, the government proposedinternal knowledge several suggested solutions of sharing.
