| Since the reform and opening-up,China’s economy and financial industry have experienced rapid growth and development.As a result,there occurs the problem of stakeholder economic crime.Meantime,the rise of the urban economy also allows the economy in rural areas to realize increasing development.Besides,due to the "acquaintance-based society" nature of rural areas,people in rural areas have relatively weak financial awareness and legal awareness.Thus,rural areas have gradually become one of the major penetrations and infringement objects of stakeholder economic crime.In China,the stakeholder economic crime has become serious from cities to rural areas,from developed areas to developing areas,and from southeast coastal regions to central and western regions.Meantime,its high incidence and diversified situation have seriously had an effect on the healthy development of the rural economy and social harmony and stability.Therefore,it is imperative that we should take actions to prevent and control the stakeholder economic crime in rural areas.Based on both theory and practice,the paper takes the rural society of Longwan District in Wenzhou as the research object.Through such methods as literature review,case analysis,and on-site case scene visits,the author grasps the current research progress of domestic and foreign rural stakeholder economic crime.Based on the practical cases and the author’s case handling experience,the research analyzes and summarizes the characteristics,current situation,causes,harm,and difficulties of the stakeholder economic crime in rural areas,and finally proposes corresponding prevention and control solutions.The research finds that the stakeholder economic crime in rural areas in Longwan District in Wenzhou involves such a large amount of money and a number of people that it has exerted a serious effect on agricultural production and rural economic and social development,especially the illegal collection of public deposits.Moreover,case-handling units find it difficult to deal with the crime effectively due to the diversity,deception,and concealment of criminal means,the latent,diffusive,and explosive nature of the criminal process,and the gang and organizational nature of criminal forms.Thus,firstly,the research proposes that we should strengthen publicity to enhance rural people’s financial and legal awareness;secondly,it is imperative that we should establish a scientific and effective early warning and prevention network based on precise and intelligent control;thirdly,it is necessary to resolutely crack down the crime so as to minimize rural people’s economic losses;fourthly,it is urgent to improve legislation to actively safeguard legitimate rights and interests of people in rural areas. |
