The Reasons And Countermeasures Of The Deficiency For Chinese Farmers' Democratic Consciousness

The Fifth Plenum of the 17th Central Committee of the Communist Party of China proposed "The development achievements of socialist democratic politics construction provide a powerful guarantee for the development and progress of economic society, and at the same time provide important experience for human political development and political civilization." Socialist democratic politics construction depends on the establishment of political culture psychology which is corresponding to citizen democratic consciousness. In China, the rural population accounts for nearly 70 percent of the population. Farmers are the social stratum that accounts for the largest number. The level of farmers'democracy awareness can directly reflect the overall level of national democratic consciousness. Whether Chinese farmers' democracy awareness is strengthened or not is related to the development of rural economy, to farmers'vital interests, to political civilization process in socialist China, and the lasting political stability of our country.Undoubtedly, Chinese farmers' democratic awareness is improved more greatly than that before reform and opening up. But due to the influence of these factors, such as rural economic development level, the political culture and traditional culture, and undeserved policy formulation, implementation and operation, farmers'democratic awareness presents a general deficiency. The lack of democratic awareness of Chinese farmers is a difficult problem which has been plaguing the development of democratic politics. Based on the connotation of farmers' democratic awareness, this paper systematically generalizes main representation that farmers lack of democratic awareness, deeply analyses economic, political, cultural and farmers factors, which restrict the formation and development of farmers' democratic awareness, and further explores the decision-making of fostering farmers'democratic awareness so that we can promote the healthy development of rural democratic politics construction and play a positive role in building socialist new countryside.The first chapter of paper is the introduction, focusing on the system outline of the background of selected topic, theoretical significance, application value and the domestic and foreign development trend. In the second chapter, the meaning of farmers' democratic awareness and the main content are explained. Basing on a questionnaire and the material collected, the main manifestations that farmers in our country lack of democratic awareness are listed in the third chapter. Then in the fourth chapter, various factors, which make the farmers in our country lack of democratic awareness, are analyzed. This paper focuses on discussing the reasons in institution that restrict farmers' democratic awareness, such as institutional shortage, institutional conflict, institutional preferences and institutional misuse and so on. In the fifth chapter, the decision-making of fostering farmers'democratic awareness is explored, basing on deeply analyzing the reasons why farmers lack of democratic awareness. The last part is the epilogue.
