Problems And Countermeasures Of Farmers' Consciousness Of Rule Of Law In The Perspective Of Rural Governance In China

On October 18,2017,it was pointed out clearly in the report of the Nineteenth National Congress of the Communist Party of China that there is a must to improve the system of rural governance which combines autonomy,rule of law and rule of virtue.Therefore,a new form and new requirements for rural governance are made,and it is urgent to enhance the farmers' consciousness of rule of law.The farmers' consciousness of rule of law in Qidong Township of Laibin District is weak,so it is of practical significance to study the cultivation strategies of the local farmers' consciousness of rule of law.By means of literature review,questionnaire survey and field visit,this paper makes an investigation and study on the present situation of farmers' consciousness of rule of law in Qidong Township,analyzes the economic,educational,administrative and historical reasons reasons for the situation,and works out some strategies for cultivating farmers' consciousness of rule of law.The first part of this paper comprehensively expounds the significance of the study on the promotion of farmers' consciousness of the rule of law,and combs the relevant researches on the current situation of farmers' consciousness of the rule of law in China,and explains the innovative points of this study.The second part focuses on the overview of "rural governance" and "farmers' consciousness of rule of law",and analyzes the importance of promoting farmers' consciousness of the rule of law to rural governance.With the data from the questionnaire investigation and the results of literature inquiry,the third part probes into the present legal consciousness situation among the local farmers in Qidong Township of Xingbin District in Laibin,and seeks out the reasons for the weak legal consciousness of the local farmers in Qidong Township from the perspectives of economy,education,traditional culture and administrative.Finally,the paper puts forward personal opinions on cultivating farmers' consciousness of rule of law in Qidong Township by developing economy with local characteristics,strengthening education,perfecting the system of rule of law and changing national habits,with the hope of improving the farmers' consciousness of rule of law.
